Looks like the Coda File System may have what I am looking for.
I'll have to check into it (it seems a bit more promising than AFS).

So when can we expect to see this running for OS X?
When I get un-lazy enough to start some implementation stuff.
I need to look through the coda code (and license) and see if I can use it to make things go faster...
There's also InterMezzo, which was inspired by Coda but might be worth looking into.
